Can students from European Union take loans in other EU countries?

Can students from European Union take loans in Sweden, Holland, Germany and Spain (when they get into the higher education in these countries) ?

IN the Netherlands it used to be that (as a Dutch student) you could not obtain a student loan (from NL) and study abroad, but this has now changed http://www.nuffic.nl/home/news-events/news-archive/news-archive-2007/may/dutch-student-grants-now-good-for-study-abroad

Concerning EU students studying in the Netherlands, it is possible to apply for a student loan there but this is on condition that you pay the tuition fees and receive no income (within NL). You can read more on one of the Uni sites here linking to the body which handles student loans (IB Group)
