Can I sign for my niece’s student loans?

I have a niece who is a senior in high school and just turned 18. She is in the process of applying for college. Her parents are fairly controlling and may not want her to go to the college she wants to attend. Due to her parents’ financial situation, I think she will get offered federal grants and loans if her parents fill out the financial aid forms, but if they are the ones to co-sign for her federal loans, they are likely to use that as a tool to force her to go to a college they choose. Can I co-sign for my niece’s student loans even if the loan amounts were based on the parents’ income?
They are still claiming her as a dependent.

Federal loans require no cosigner. If she has left over money after her tutition and fees are paid, the money goes to her, not her parents. She is an adult… the school can’t even release her grades, transcript, or even disclose she is a student to them any more than if they were strangers on the street. Shes an adult and can go wherever she wants and can afford!
