Why won’t the government fund my first two years at uni?

They will allow a ‘false start’ for students who leave uni after completing one year and then start another degree. I left uni after completing one year and the first semester of the second year, and they won’t give me any funding for the first 2 years of my new course now!? I left because it was the wrong course for me. Why have I not been allowed a ‘false start’ and then only lose one semester’s worth of funding!?

I’m a mature student and struggling to live without having to pay my tuition fees myself for two years! I have applied to study in Scotland mainly because I know the tuition fees are nearly half of what they are in England and yet that’s still nearly £2000 to find. Does anyone know why they won’t allow me to get any tuition fee loan or if there is another way?
what i’m saying is, they will let a load of teenagers who go to uni, get wrecked every day and then fail the first year start again and have more money, whereas i had a legitimate reason for leaving my course.
