Forgiveness for texas student loans?

So I was reading about this section of the texas education code that says student loans will be forgiven for any student who graduates with a bachelors within four years of their high school graduation. However, I can’t really seem to find much information on this elsewhere, that is, not many people seem to be talking about it, basically all I’ve found is the form to apply for it and a few websites that have copy pasted the code. I was wondering if there was a site out there with more information out there that didn’t read like tedious legal code. But the main question I have is, if you graduate from a high school that isn’t in texas, does the forgiveness still apply to you if you graduated from a texas university(and have been living there for all four years, which legally makes you a resident, no?)?

I’m not from Texas but that sounds like one of those things that is too good to be true. I can’t imagine it being possible. Why should someone not have to pay back their loans just because they graduated quickly?
