Unusual (unauthorized) transaction in bank account?

Anyone heard of this type of transaction in your bank account? I have a student loan, but the student loan servicer said it is not from them. The transaction was for $25.00 (debited from my account). I’ve researched the “DOED TREAS 310 FEDPREAUTH” part and all that comes up is gibberish posts to message boards containing that phrase. And usually foreign language boards.
I’m not sure about the FEE RF part. Possibly it means “Fee/Registration Fee”.
2500 is the amount of money taken out of your account.
DOED is the Department of Education.
TREAS 310 shows which regional branch of the U.S. Treasury made the withdrawal.
FEDPREAUTH means that it was a preauthorized withdrawal from your account by the federal government — in other words, that somewhere in all the loan documents you signed, you gave the government permission to take this $25 fee directly from your bank account.
052108 is the transaction date.
