Does UCLA require 12 years of preparatory school for undergraduate students?

i want to apply for UCLA but then since i am from the Philippines, i only have 11 years of school. would i still be accepted in UCLA or would i have to take another extra year?

also… what would be the best way to get a scholarship/student loan for an international student?

There are very few scholarships available to international students in the U.S. and no federal/state aid. As an international applicant, you are required to provide financial evidence that shows you or your parents who are sponsoring you have sufficient funds to cover your tuition and living expenses during the period of your intended study in order to obtain a student visa (source: http://www.travel.state.gov/visa/temp/types/types_1268.html ). Your best bet is to seek out loans and scholarships from your native country.
