Is it possible for me to get a private loan for college? (E2 visa)?

I am going to be a freshmen at UCLA. i currently have an E2 visa and have been living in US for about 9 years. My petition for the NON-IMMIGRANT VISA waiver has been approved at the school, which means that that I will pay what the residents of California pay for tuition. I have applied for a private loan (citiassist undergraduate loan) one of the private loan companies preferred by UCLA financial office. I have gotten a co-signer who is an American citizen and the loan has been approved. However, when I attempted to get an approval from the school, they have told me that for some reason, they do not approve loans of an E2 visa student. So, I called the Citibank to find out what my other options are, and they have told me this has never happened before. I was wondering if theres anything i can do to get this loan. Hello, see if your co-signer can get the loan for you. Some student loans are possible without co-signer.
