Question on the garnishment income tax offset /?

I am indebted to the Minnesota income on early repayment of loans students. This is not a student loan in full, some only because I dropped out mid-semester and they want their refund the loan back. My question is, they have already trimmed my refund of state yesterday and I just read that the FMS deals with the federal return. I have called their hotline and they told me there is no debt is under my SS #. I also read that if my refund has not been offset by the time I filed, he can not be compensated later – true or not true? My debt is not large and the federal return double it, so it would not really matter if they have taken, but I still want to know if they will.
