What percentage of tax revenue funds entitlement spending unrelated to work performance?
Excluding Social Security (which is based on number of quarters worked before retirement), payment of military and other government personnel in return for their service, and other government checks to individuals in return for something, how much does the government dole out annually in entitlements to individuals? I would also exclude student loans and any other loan program (because loans must be paid back).
I’m trying to pin down the percentage of the total budget devoted to “welfare,” “food stamps” and other programs to benefit the poor.

But Mark, I’m not interested in the percentage of gross domestic product, I’m interested in the percentage of tax revenue that goes to those programs. Does Heritage have anything on that?

You excluded everything that has to do with the performance of some kind of work.
You did not include government contractors overcharging for services.
Don’t be so quick to exempt student “loans” as a large portion default, and the majority of the defaulters are doctors and lawyers.
