Study abroad (Australia, England, America, New Zealand)?

I'll end my 'o' levels at Singapore next year. However, I do not really want to continue my studies here in Singapore because I'm not really here. My prime bit of Australia and New Zealand as they are close to Singapore and it's not so expensive compared to study in America or law in England? Oh, and if I study abroad, can I apply for a student loan? And what are the costs of living! Someone Can give me more information about these places and their schools? If I study in England, the cost of living is high enough to right? My family is not bad but I'm not quite rich, slightly higher than average you might say. So all the advice would be appreciated:))
