remote sources of learning?

I am in Saskatchewan in Canada and want to do refresher courses by distance myself put in place to return to college for a specific program. The school here is just a SIAST and perhaps not all that I am available by distance [independent review] Is there anything else or another way, perhaps a place approved that I can apply for the courses I need on the line that can and must send them to me? The problem is that I work full time varies moves just to pay the bills and I'm having a hard time balance both school and campus courses. Student loans do not cover this type of course and founder of the PTA is for those who sit home without a job last year. So no funding will make things easier for me either. Any suggestions?
