Do we need two presidents and two budgets.?

A president to execute the nation and a president to lead the world. The taxpayer choose which one to fund. Why can not simply print money to finance its objectives or create a debt to pay in the future. They must go before the people and ask for money. People have donated millions to New York after 9-11 happened and people have the right to fund projects they want. Small budgets for all departments with an eye to grow back. I do not see why this is not possible to create a single-payer system, which offers private companies and provide all our services. Students today are mobile and hands on experience is the best teacher anyway.
