Do government student loans cover the total cost of college?

I will go to community college for a year and I just got a government loan (not a private). I'm only 17 so I can not afford to pay for it yet. I can not pay my studies once completed. Tuition at a community college is $ 8,000. A government loan able to fully cover my tuition and books until my studies? Or should I pay a small fee (like $ 400) per month?

Mine did not. Government loans are based need, and it depends on your family's income. My tuition was 6200 (at a school in 4 years) and my federal loans only covered 3200, the rest must come from my pocket or private loans.
